It means that the other race now has every technology researched by the "target" race. You can trade things to the first race in exchange for their technology. It works just like any other trade, so you almost certainly can't get ALL the techs at once, unless you're willing to pay through the nose for it.

Yeah... I just read the changelog for 4A and spotted that. These guys put new betas out so fast, there's two more every time I think of something to complain about : P Now, if only they'd fix it so I didn't have to fight with the game to keep my ships selected and keep the view where I want it.

Also, there is no reason to make escorts faster than the transports, it just wastes space and money. Take the extra engine of and add a weapon, or lifesupport, or armor. I do factories first, to build up an industrial base. Then market centsrs, so I don't go broke. Then farms, to make more money. Then entertainment, so the people don't riot. Then labs. Hmm.... I had a weird bug in a recent game, playing as Altarian. The Terrans would continually build a manufacturing capital, then start "upgrading" it with soil enhancement, then build it again. on and on and on and on. OT - I sure wish they would let us turn off that stupid "%race% has built a %thing% on %planet%". I really don't CARE that someone now has a politcal capital and would prefer if the pop-ups didn't happen and get in the way

Supposedly it adds a +1 to an ability every turn. I've never seen it make any difference. I've never noticed anyone new going to war with them. I ignore it, as it seems not to actually mean anything.

What I tend to do, once I realize they are most definitely beat and they begin begging for peace, is to avoid going near their planets and to go on the defensive ...... just long enough for the troop ships to arrive at any planets I want. And I try to take all of them at once. I don't know if that works at the higher levels or not, but it usually works at "challenging" and on down.
