Yeah, I've tried purging as well as reinstalling Windows 10 twice with clean drives.

It does seem to have to do with the size of the icons, this however would mean every fence needs to be of the same size as well. The issue still persists, the only difference is I control the size of the fence but not the size of icons with this fix. Image with all the icons in the fence:
Yeah, classic icons didn't fix the issue, I've tried all the other options in the right click menu as well with no luck.
I've been having this problem for a while now and it persists through reinstallations of windows. Whenever I add icons to a fence they will go off screen if the fence is smaller than 5x1, forcing me to only have fences of 5x1 or bigger.
