Why can the good civs even use the evil techs?

I-League conquering the galaxy resulting in human victory? in Galactic Civilizations I Stardock Forums

The Leauge of Independent Worlds somehow gained the upper hand in this recent game I played, and ended up eventually conquering every other major race in the galaxy... Oddly enough, this resulted in a Military victory for myself, even though I would not have stood the slightest chance of defeating that huge hegemonic empire. And what the heck is a "League of Independent worlds" doing conquering the galaxy, anyway? :p
