I have also this problem on PC, UI performance is terrible. I don't remember my full system specs, but is something like: Windows8, GTX960, I7 CPU, 8GB ram. Game working very smooth, probadly stable 100 FPS, but when i use some UI options performance drops (research/patents/upgrades/hacker are worst)
