I have this same issue. I used to be able to disable "let start 11 enhance the taskbar", and then re-enable it and it would fix it. Unfortunately this doesn't seem to be working anymore.

There is some sort of issue with DisplayFusion Pro (9.9) and the taskbar management. When using Start11 on Windows 11 (Pro Build 22621) , DisplayFusion's secondary task bar (task bar on a second monitor) appears on top of the bottom of fully maximized windows. This mean's that windows are maximizing to the full size of the screen, ignoring the presence of the existing task bar.
