Sorry for the double post, but I found a solution that worked for me. Go to: My Documents/My Games/Ironclad Games/Sins of a Solar Empire Rebellion/Setting, and open the 'rebellion.user' file with notepad. Find the value VideoIsWindowed, change FALSE to TRUE, and start the game. Using the in-game options menu, you can go back and change it to full screen. You should be able to play and start the game in full-screen mode now.

I am having this exact same problem, and as much as I love Sins I don't really want to run it in windowed mode for the rest of its existence. How exactly do I go about validating the installation?
I noticed planets could have abilities (sun's solar radiation), and that that would be more versatile, but didn't know that you could force a planet to have a bonus. Thanks.

Well, I play sins a lot, and I personally like placing my buildings, but for some reason, it won't let me. When I click on a building, it just auto-places it for me, and won't let me pick a spot for it. This kind of bugs me. I have looked through the options, and all I found for Autoplacing was the "Auto-Place Extractors" box, there was no Auto place period button. Am I missing something blatantly obvious? If I it ever gets to late game, and I think the enemy is getting close to a kostura, I send a decently sized fleet to go get rid of a few weapons labs, before he gets them up and running.
Well, after ten hours of gameplay, I had taken two of his planets but only as a Pyrrhic victory. Most of my fleet was gone, and his economy was collapsing. We called it a draw. I did take down the starbase, and destroy his fleet, but once I took his planet he Kostura'd me to death, but I destroyed most of his weapons labs so that stopped that. This was a fail.
Well, I put these strategies to use. I killed his starbase but his fleet took me out afterwards. When I just went past his starbase, I found another, just as fully uprgraded. Thanks. I already have a pretty big fleet with a rapture, plenty of illums, and four guardians. I lost my mothership on my first attempt at taking down that planet. I always knew that the advent had something special as far as strikecraft, but I held off building them because my lines were in a plasma storm. Thanks, time to go finish him off :D
Well, me and my friend started playing a 1v1 yesterday and now we are in a stalemate. I control the two main choke-points on the map, my economy is stringer than his, and my fleet is bigger, but every time I attack him, his starbase wipes me out. As far as it goes to being a resource hog, anyone with a decent computer can handle what steam requires. And if you're in the mood to whine about taking up system resources, look at iTunes. That takes up just as much (if not more) memory than steam, with the bonus that whenever you end the process, it's watchdog restarts it.
