Nevermind, I downloaded the suggested registry edit and took a peek. All it was doing was adding a language specification, so I attempted it, and now the game works fine. Version 2.03 like normal and tutorials and campaigns functioning. Thanks, though. That kind of thing really should be available in a sticky somewhere, since it seems like the problem isn't an isolated one.
I just purchased GalCiv 2: Utlimate Edition from Impulse, downloaded and installed on my Windows 7 64bit machine and went to play. However, the Tutorials button is greyed out, and the Campaigns window has no campaigns. I searched and found one topic advertising a registry fix, but it's from August of 2009, and I don't know whether that's still a true fix or not for my version. I noticed that. Great job to Stardock and Ironclad for making one of 2008's greatest titles. I'd definitely string it up next to Homeworld 2 as one of my favorite games.
