When something has to be licensed it would mean (specifically in this case in the United States) that the government (on the national level, since a state could start it but it would be nullified quickly by national policy) would have to be in charge of screening person(s) for the license, tracking folks with the license (much like the DMV or Equivalent State Agency) and the enforcement of infractions to the laws which would need to be in place to require licensing.
