Graphics Confusion. Any insight? in Bug Reports GalCiv2 Forums

After playing GalCiv2 for the last several days, I find myself clueless as to the origin of some minor in-game graphic dysfunction. The abnormality lies in animations as described below. 1.) Starbases sometimes fail to smoothly rotate, but rather 'jerk' and the frames 'jiggle'. Also, the Starbase animations behave similarly when viewing a particular base detail window. 2.)
