I think it's what Dread Pirate Scott said , although I hadn't tried modding anything yet I had created copies of the original files in my mods directories as I was going to try to mod some stuff. Thanks for the help guys!!!
Not sure how this happened or what I did. I have mods enabled it happens during both campaign and normal games. When selecting a tile to build on all buildingss are listed 2 times and you are able to build certain things twice that normally wouldn't be able to. For sure able to build 2 of any capital didnt try any of the trade goods yet. Although it is fun to have 2 tech capitals especially on the same world I'm fairly sure this isn't intended. <
