You don't get free survey ship. And it's good to build one because of many of anomalies around (enemy doesn't have either), so get the tech "Sensors" early and design your own to get all those +2500bc (I didn't found any better, free ships from anomalies doesn't probably exist in campaign). "Sensors" is all you need to have Survey module (research path). Of course if you want predefined "Survey ship" you need more techs, but own designs

Campaign - Siege (4th mission) tips in Galactic Civilizations II GalCiv2 Forums

It seems to some people have problems with Dread Lords Campaign, especially with 4th mission (without any retirements it's Siege). Here's some tips how I made it (first try, normal difficulty). 1. Pick usefull abilities. My choice: +2 speed (8 pts - you need to be very fast), +25% courage (1) , +25% luck (1) - another good pick is some research bonus 2. Set your taxes to 0%.
