I'm not sure if this is a bug, or if this is how you intended for it to work. If you hire two or more webmasters in the same state, you actually make money from your advertising maintenance. For example, if you have two webmasters in California, you will make $15K per month off of each TV ad that you have running. I am now on the last mission. The only frustration I had was in the mission where you have to take the Torians (I think it was mission 6) and it is recommended to use the multiple culture bonus resources to flip them. I started the mission with my technology past the Trade level, but I could not build freighters...ever. My only income came from taxing my citizens, which made it dificult and frustrating to say the least. I had originally taken a bonus to trade which was now worthless,
