stuck in windowed mode

My Galactic Civilization 2 game when played from steam is stuck in windowed mode and will not switch to full screen.

Sorry to hear you are having trouble.

Have you selected the Fullscreen setting under Video Options? Restarting the program might be require for it to take effect.

If you go the folder

\Documents\My Games\GalCiv2

Is there a Prefs.ini file?

Whitelist the game in any anti-virus software installed.

If no anti-virus program is installed whitelist it with Controlled folder access.

thanks for replaying. excluded the entire game folder but still no pref file. btw i'm using win 11.

Did you also exclude \Documents\My Games\GalCiv2 ?

yes for \Documents, but don't have Documents\My Games\GalCiv2. the game didn't generate the folder

Follow the instructions here and turn off controlled folder access, run the game, close it and check if \Documents\My Games\GalCiv2 was created.

If you create a new Windows Administrator (<-important) account, does it work under it?

Something under it, some app or setting (likely the former - malware app perhaps), it prevents it.  Some trial and error should expose it.  A clean boot under your original account would \ should work as well and help determine what it is:
