How to hypnotize the Lieutenants?

Ok, I managed to figure out the crafting system and got the Lieutenant's resist chance down to 3% by stacking an ungodly amount of radiant amethysts. Turns out even at 3% resist they resist it, endlessly. So I think its clear the lieutenants are immune to hypnotism, so this sucks. Royally so since this was the biggest reason for me getting back to the game.

Seems difficult to raise spell mastery aside from crafting amulets :/  Darn, was hoping I could charm dragons with enough spell mastery given they say 130% resistance.  I thought it was like Elemental wherein it would say 'Immune' if it were immune

Raising Spell Mastery was easy. Very easy. Once you can enchant your gear just slap on 2 amethysts on each piece of equipment and you'll gain +4 (cloudy) x 11 x 2 = +88 spell mastery, or +10 (radiant) x 11 x 2= +220 spell mastery. I've successfully hypnotized dragons, but never the lieutenants. I wanted an epic god awesome demonic army.
