Campaign BUG

Ok I started my first campaign and I appear to have stumbled across a pretty bad bug which may force me to start over.  I chose to play the default Seneca Development and deployed to an engineering world.  Under Hire staff I chose two specials: Free Turbine, Free Ice condensor.  I got the free turbine on founding, but I do not get the ice condensor and it is not even an option to build one. I spent 1/2 my starting funds on this what gives?  Thanks.

Update... Completed the entire board with HQ to level 5.  At no point did I ever get the chance to build the ice condenser I spent 1/2 of my starting money on.  UGLY BUG.

My guess is you asked and answered your question.

To build an Ice condenser you need ice. 

To get a free condenser, you need to be able to build one (i.e. need ice)

In case it needs to be stated... not all starts have ice.

Ice only exists on levels with North or South latitudes.
