Shouldn't Keplin the mage's spells do more damage than Varda The Slayer's Lightning Storm?

Noticed Varda the Slayer's Lightning Storm ability seems to do far more damage than Keplin the Mage's Arcane Spread does. Shouldn't it be the other way around since Varda is basically a warrior or paladin and Keplin is the wizard?
