Enchantent - Summoning 3: Nature's Call

So I decided to try out some enchanting, which I hadn't really touched on. I enchanted a ring with Nature's Call, but now whenever I try to use the ability nothing happens. I have no idea why this is.

Sometimes it works, but not every time. Also, there is empty icon for it's effect.
