Tax penalty

Anyone know why the game assesses a +10 unrest penalty even with taxes set to NONE? Thanks!

because some citizens just like causing unrest, no matter how little they have to pay their ruler.

Noted... However when you mouse over the +10 tax penalty it states that you should try lowering your taxes to lower the unrest. Taxes are already at NONE. I would say that is a bug.
