Alliance question

So I researched Alliance but when I talk with tarth there is no option to make an alliance.

What am I doing wrong?

I believe in FE both factions must have it researched.

Yeah I don't think you have to both have Alliances... but you got to be on good terms with them first as pointed out by Primal.
