Is there a way to change the speed of a dream? For example I feel that the clouds are moving too fast so I want to slow the dream down. I am guessing I can't
Unfortunately, I don't think it can be changed. You would need to contact the author of the Dream to have them change the speed for you.
Dream themes in fact are video clips that kept looping around and round. So your query can be done with either easy or hard way;the former one has been answered and the other way is load it with video editor to do that,such as Adobe Premiere/Effects.
